Treasury Twist

The Treasury Twist is the nickname for a debt-management strategy associated with Treasury Secretary Scott Bessent, in which the US government shifts its borrowing away from long-term bonds and toward short-term bills. As described in a widely shared Bravos Research video, it has three parts: buy back long-term Treasury bonds, expand issuance of short-term bills such as four-week T-bills, and rely on new buyers, especially dollar-backed stablecoins, to absorb the extra short-term debt.

The logic comes down to control. Long-term rates are set mostly by market demand, including demand from foreign governments and investors whose confidence in US fiscal policy has been slipping. Short-term rates follow the federal funds rate, which the Federal Reserve sets. Moving the debt toward the short end gives Washington more influence over what it pays to borrow. The name deliberately echoes Operation Twist, a 1961 policy built on a similar idea.

From an Austrian economics perspective, the Treasury Twist changes how the debt is financed without changing how much is owed. Short-term debt has to be refinanced constantly, so a government that leans on it becomes more exposed to rate changes, not less. Concentrating that rollover risk on the short end also ties fiscal policy more tightly to the Fed, increasing pressure to keep rates low and money creation flowing, which is the mechanism behind long-run inflation. It is the same short-term thinking Luke Tatum describes as the defining habit of economic policy for the last hundred years: solve this quarter's problem and leave the bill for later.

Why It Matters

When government borrowing depends on cheap short-term money, the pressure to keep rates suppressed grows, and savers pay the price through a slowly shrinking dollar. Understanding the Treasury Twist helps you see that the debt problem isn't being solved, only rearranged. That's a reason to keep your own capital somewhere that doesn't depend on Washington's refinancing schedule.
